Utah summons Kalshi’s Mansour & Lopes Lara on criminal charges

Published: 1 min read
An empty state courthouse corridor with tall columns at dusk.

Kalshi faces 14 counts after an undercover investigator placed 12 sports trades, prosecutors say.

The hit

Kalshi’s co-founders have personally been summoned to face criminal gambling charges in Utah, according to DeFi Rate. CEO Tarek Mansour & co-founder Luana Lopes Lara face allegations alongside Kalshi itself, with the company due in Salt Lake City’s Third District Court on December 4, as the state’s prosecution pushes individual criminal exposure into a fight previously fought over corporate jurisdiction.

Why it matters

The summonses mean executives, not just the company, now carry personal legal risk while courts decide if federal commodities law shields event contracts from state gambling bans. The CFTC’s federal lawsuit does not itself reverse Judge Shelby’s August decision or suspend the prosecution, according to DeFi Rate. Other operators are already pulling back in Utah ahead of any resolution.

The record

Criminal counts filed 14, including one second-degree felony for a pattern of unlawful activity (Utah prosecutors)
Charges filed October 28, after a separate civil case filed earlier in October
Court appearance December 4, 8:30am, Salt Lake City Third District Court (gaming attorney Daniel Wallach)
Federal challenge DOJ & CFTC sued October 26 seeking to block Utah’s enforcement; TRO motion filed October 29
Earlier court loss Judge Robert J. Shelby granted Utah summary judgment in August; Tenth Circuit denied injunction in September

What happens next

Watch for Kalshi’s initial appearance in Salt Lake City’s Third District Court, & the federal judge’s ruling on the CFTC’s injunction request.
